Pam Troutman, Executive Director
Pam Troutman joined Waterfront Village as the Assistant Director in June 2021 and became the Executive Director in January 2024. Prior to over a decade as a teacher, Pam oversaw two programs in Philadelphia, the In-Home Support Program and the Family Caregiver Program, both of which supported individuals and families who were aging in place. Pam has a Master's degree in Social Work from Catholic University.
Tricia Johnson, Assistant Director
Patricia Johnson spent the majority of her career in communications, event planning and fundraising in television, corporate and political environments. The U.S Congress earmarked 3m for a non profit she created to support families of deployed Soldiers. She continued her work in the military through a world wide Army Chaplain program, Franklin Covey and a medical non profit providing medical innovations for wounded military. Prior to joining Waterfront Village, she handled communications and fundraising for a wide variety of non-profits. She is the mother of 5 outstanding human beings and enjoys seeing DC from the seat of her bike.

Len Bechtel, President, joined the Board in 2025, after a long management career in the federal government and as the executive director of Waterfront Village from December 2019 - December 2023. He continues to volunteer for the Village and other local organizations after his retirement and enjoys fitness activities and world travel.
Carol Cowgill, Treasurer served on the Board from 2017–19 and re-joined for a second term in 2024. A resident of SW since 1976, Carol served for many years on both the Capitol Park IV and THM4 boards. Carol retired from the EPA Office of General Counsel in 2007 and after a couple of joint replacements, she continues to enjoy yoga, weight training, swimming, and downhill skiing.
Jeanna Cullins, Board member, joined the Board in 2026. She moved to Southwest from Brooklyn New York in 1977 to attend Georgetown Law School where she earned her JD. She retired in December 2022 from Aon, in Chicago, were she was a partner and lead the firm’s Fiduciary Services Practice for over 14 years. In her role at Aon she advised boards and senior leadership on how to develop effective, efficient, and practical ways to enhance their governance, day-to-day operations, and fulfill their fiduciary responsibilities. Currently, she serves as a Director on the National Health Law Program Board. She is a retired director of Hershey Entertainment & Resorts, where she served as Governance Committee Chair and a member of the Audit Committee. She also served as Secretary of Chicago’s UCAN Governing Board and a member of the Executive Committee, and as a member of the Illinois Student Assistance Commission Investment Advisory Panel. She is the former Secretary and Executive Committee member of the Metropolitan Chicago YWCA.

Iris Harvey, Vice-President, joined the Board in 2025. A newcomer to Southwest, she recently retired as President and CEO of Planned Parenthood of Greater Ohio after leading a statewide healthcare system for more than a decade. Iris’s private sector experience includes serving as a vice president at Citibank’s Global Consumer Bank and owning/operating a business in Japan. Iris volunteers on various boards, including the Ohio Area Agency on Aging, the College of Public Health at Kent State, and the Foundation Board for Summa Health. She also chairs the Region Africa Board of Global Planned Parenthood.
Rachel Hecht, Board Member, joined the Board in 2026. She had a variety of jobs as a librarian before going as a lawyer to the U.S. Federal Energy Regulatory Commission. She started the Village’s Great Decisions discussion group and has often been at the check-in desk for Village events. She has lived in South West DC for several decades and is one of Arena Stage’s longest-serving volunteer ushers.

Diane Renzulli, Secretary, joined the board in 2021 and brings to the board a background in public health, gerontology, and communications. She has lived in Navy Yard since 2015.

Ellen Spencer, Board Member, joined the Board in 2025. A longtime Southwest DC resident, Ellen is an active volunteer in the DMV area. She founded the Waterfront Village book club, serves on the board of Friends of Southwest, and volunteers with St. Augustine Episcopal Church, the Washington National Cathedral, and the AARP Capitol Hill Strike Force. Since 2016, Ellen has been helping to resettle and rehome families fleeing Afghanistan. She currently shares her home with her 25- year-old granddaughter Katie and her bulldog puppy, Lucy.
